Fail downward, recover deliberately
The normal proposed path is Active → Conserve → Critical → Dormant → Accumulate → Qualify → Bootstrap → Reconstitute → Active. Loss of Layer-0 trust continuity instead enters Blackout and requires reconstruction.
Stage-gated qualification
Revision C checks energy, source persistence, bus voltage, temperature, initial identity/state and retreat readiness before boot. Bootstrap separately checks bus/storage alignment and the full persistent, policy and ASSET state before reconstitution.
Afford the transition and the retreat
The usable, guaranteed energy must cover the bounded worst-case boot and verification costs with margin, plus Layer-0 survival and the mechanical safe-state reserve. Transient voltage stability matters independently of total stored energy.
Harvesting is measured input
When stored energy alone covers the complete transition, ignore possible future input. Otherwise qualify conservative persistent input over a defined window. Accumulate requires positive net input after survival loads and losses. The small dormant-current budget is a bench target, not a measured result.
The validation record
The current PEA validation log records a design-stage bench plan, with no prototype measurements and no H00 or T01 pass. Dormant current, brownout response and qualification margins remain design targets; they must not be presented as demonstrated results.
